Developing Equitable and Effective Early Action Plans

CWC, in joint partnership with Clean Water Action and Leadership Counsel for Justice and Accountability, released a report in January 2021 titled, “Developing Equitable and Effective Early Action Plans: The Cost of Interim Drinking Water Solutions and Public Outreach for Nitrate Contaminated Drinking Water,” along with a companion calculator tool, both developed by Corona Consulting. The report was developed with support from the Water Foundation.

This report lays out a series of recommendations and considerations, along with cost estimations, to help management zones — tasked to do so by the recently adopted CV-Salts Basin Plan Amendments — develop equitable and effective Early Action Plans that are informed by, and successfully meet, impacted communities’ drinking water needs.

Two points are worth emphasizing. First, as required by the Central Valley Basin Plan Amendment (BPA), impacted community members must directly inform the development of the Early Action Plans —otherwise EAPs will fail their fundamental purpose of meeting community needs. Second, Management Zones must also coordinate with the State Water Board's SAFER Program to address impacted residents' drinking water that contains both nitrates and other contaminants. These and other points are elaborated on at length in the report and companion documents.
